Abstract
The article deals with the current theoretical and practical issues relating to the development of competition among contract research organizations (CRO), and the role of the State in the development of institutions and mechanisms that ensure the development science on a competitive basis. Concludes that the need for further improving the legal and institutional framework to successfully meet the challenges of scientific and technological development through the contract paradigm.

В связи с этим в рамках контрактной парадигмы необходимо разработать и внедрить в практику более действенные механизмы определения экономической эффективности исследований и разработок, позволяющие оценить итоги реализации научных проектов, эффективность расходования бюджетных средств и влияние научно-исследовательских и проектных результатов на социально-экономические показатели, в том числе на региональном уровне

Аннотация В статье проанализированы актуальные теоретические и практические вопросы, связанные с развитием конкуренции среди организаций, выполняющих контрактные исследования (CRO), и роли государства в разработке институтов и механизмов, обеспечивающих развитие науки на конкурентной основе.
