Comparison and Analysis of "Activation Plan for Art Education in School" between Ministry of Education and Municipal and Provincial Education Offices

Abstract

본 연구의 목적은 교육부와 시·도 교육청 ‘학교 예술교육 활성화 추진 계획’을 비교 분석하여 정부 및 시·도 교육청 차원의 학교 예술교육 정책 현황을 살펴보고, 교육부와 시·도 교육청 추진 계획의 개선 방향을 모색하는 것이다. 비교 분석 결과 다음과 같은 개선 방향을 제안하였다. 첫째, 시·도 교육청 추진 계획은 교육부의 추진 계획을 참고하되 지역의 특수성을 반영한 차별화된 내용이 담길 수 있도록 해야 한다. 특히 지역 차원에서 학교 예술교육을 내실화 할 수 있는 방안이 구체적으로 제시되어야 한다. 둘째, 교육부 추진 계획 작성 시 시·도 교육청에서 반드시 추진해야 할 중점사업과 자율적으로 운영할 수 있는 사업을 구분하고 차별화하여 관리할 필요가 있다. 셋째, 차년도 교육부 추진 계획 작성 시 당해연도 시·도 교육청 추진 계획을 참고하여 시·도 교육청의 실정을 반영하여 작성할 필요가 있다. 넷째, 교육부 추진 계획 발표 시기를 앞당기고 이를 참고하여 시․도 교육청 추진 계획을 작성하도록 권고할 필요가 있다.The purposes of this study were to compare and analyze Ministry of Education and municipal and provincial education offices in “Activation Plan for Art Education in School,” examine the current policies for art education in school at the government level and at the level of municipal and provincial education offices, and search for improvement directions for the plans propelled by Ministry of Education and municipal and provincial education offices. Based on the comparison and analysis results, the study proposed the following improvement directions: first, municipal and provincial education offices need to consult the plans of Ministry of education and reflect differentiated content to reflect the unique features of local areas when making their plans. It is especially important that their plans should contain specific plans to strengthen art education in school at the local level. Second, Ministry of Education needs to distinguish and differentiate the main projects that must be implemented by municipal and provincial education offices from the projects that can be implemented by them autonomously for the management purposes when making its plans. Third, Ministry of Education needs to consult the plans being pushed forward by municipal and provincial education offices for the year and reflect the actual state of municipal and provincial education offices when making plans for the next year. Finally, there is a need to recommend that Ministry of Education should advance the date of announcing its plans and that municipal and provincial education offices should consult them to make their own plans.
