Abstract
본 연구는 서울형 커뮤니티케어인 서울 돌봄SOS센터 시행에 따라 영국 국민건강서비스(NHS)의 새로운 통합돌봄모델인‘뉴케어모델(New Care Models)’의 시범지역 사례를 비교·분석함으로써 향후 서울형 지역사회 통합돌봄모델의 운영매뉴얼 개선 및 사업의 발전적 운영을 위한 개선방안을 제안하는 데 목적이 있다. 연구방법으로는 영국의 사회적 돌봄과 보건의료를 중심으로 한 통합돌봄 접근에 대한 이론적 논의를 실시하고 뉴케어모델의 대표적인 시범도시인 토베이를 중심으로 서울시와 도시간 비교연구를 최대유사체계분석기법(MSSD, Most Similar Systems Design)을 활용하여 실시하였다. 연구 결과에 따른 제언으로는 보편적인 지역사회 통합돌봄의 방향을 지향해야 한다는 점, 다학제간 팀 구성과 민관연계 협력위한 제도적 장치 마련, 통합돌봄서비스 내용의 다양화, 공식적·비공식적 돌봄종사자 지원 및 관리, 지역주민 및 시민의 역할 강조, 끝으로 서비스 품질 관리 위한 다양한 방식 적용 등을 제안하였다.
