Abstract
ABSTRACT Many developed and developing countries have used the land readjustment policy as a tool to plan urban expansions of cities through cooperation between government institutions related to urban development and urban sprawl land owners to organize land in a participatory manner to make the sprawl areas and fit for life with dignity and able to meet the challenges of urban growth. This is done by providing roads, public spaces, community services, and infrastructure according to the population’s needs. The land readjustment policy is founded on efficiently organizing land based on value and size. It promotes collaborative planning among stakeholders to utilize available land for development without compromising landowners’ property values, innovative planning procedures and policies that meet the population’s needs, and covers the economic cost of land organization with the participation of the government and landowners. The research aims to assess the effectiveness of implementing a land modification policy to manage urban expansion in Egyptian cities, ensuring sustainability and adaptability to diverse social and morphological changes. The key objectives include building trust among development partners to facilitate negotiations, involving landowners in decision-making, studying feasibility to determine land value and project size, and creating a comprehensive land and real estate ownership database. Additionally, the research seeks to devise mechanisms tailored to the Egyptian context to implement the land modification policy based on land value and its potential enhancement to cover redevelopment costs.
