Abstract
The estimation of foreign language proficiency level is one of the most challenging questions in methodology. The ar- ticle examines a competency-based approach and its place in the creation of a system to determine foreign language proficiency level. The paper provides a comparison between descriptors of English, Russian, Chinese and Japanese language proficiency.
