Abstract

This article compares the project appraisal methods used for different transport modes in the United Kingdom (road, rail, bus light rail, London Transport and air transport). The results indicate that the methods used are not necessarily used for all projects within a single transport mode or even throughout any particular project. They are used as needed by the analyst to reflect particular costs and benefits. The disarray of comparability criteria across the different modes means that projects in the modes are not being compared from a level playing field. This could produce resource misallocation in a package of transport projects. A case is made for more comparability, both across and within modes. A method for so doing is proposed. This is called Community Impact Analysis (CIA). The principles of the method are presented and discussed. The Dutch system of project appraisal is also advocated.
