Success in achieving the target of implementing development programs is not solely based on the ability of government officials but is related to efforts to realize the capacity and security of the community to participate in the implementation of development programs. The existence of community participation will be able to compensate for the limited costs and capacity of the government in achieving the implementation of the development program (Arshad & Khurram, 2020; Collyer, 2006; Spagnolo, Gautier, Seppey, & D’souza, 2020)
