Abstract
This chapter elaborates about community education and community development. Community education is normally understood as the process of transforming schools and colleges into educational and recreational centers for all ages. It began with determined initiatives by individuals. Community education leads to the possibilities and pursuit of local control. Schools or colleges form associations which can raise and retain revenue, debate, and decide upon priorities. Community education is less of a marginal movement than it was. Where primary schools were first designated there are now secondary schools and vice versa. Scotland is unique in having a national training scheme for community education. The scarcity of initial, postgraduate, and inservice training dampens the prospects considerably.
