Abstract

Relevance of the study of communication management as a factor in enhancing the effectiveness of public management and administration is caused by a specific list of activities for solving the problems of the organization. Relevance is determined by the dynamics of structural change and creativity in the overall functioning of public administration, integrity of goals, as people with the same goals work better together, as they demonstrate awareness, dedication to their work and managerial skills. The article's goal is to formulate a current paradigm of communication management as a factor of increasing the efficiency of public management and administration. Methodology - in the study the method of system analysis and synthesis, which is considered in the context of the theory of systems, where the work of the organization is very similar to the functioning of the organism; methods of analysis and synthesis, the generalization, historical and logical, comparative analysis. Results of the study. The problem of communication management as a way of thinking and doing things in the organization is revealed. The essence, content and forms of communication management in the organization as a complex social organism were analyzed. Communication management principles as the basis for optimal functioning of the organization are explained. Approaches to increasing the efficiency of communication management in the system of public administration and management by means of various communication devices and methods were substantiated. Scientific novelty - is the analysis of new problems of communication management of the organization, which requires the use of Agile-philosophy for the solution of operational communication activities through a system of call ties.Practical importance is in developing communicative competencies of employees of the organizations, necessary for the implementation of tasks and achieving the goals of the organization; development of directions for increasing the efficiency of communicative management. Communication management as a form of direct communication is the most important component of all spheres of life of the organization, which contributes to the technological, economic, social prosperity of the organization.
