This paper presents an analysis of the evolving landscape of dark web terrorism and proposes strategies for combating this emerging threat. The study begins by examining the characteristics and functionalities of the dark web that make it attractive to terrorist organizations, including anonymity, encrypted communications, and illicit marketplaces. It further explores the methods employed by terrorists to exploit the dark web for recruitment, propaganda dissemination, and coordination of attacks. To counteract this growing menace, a comprehensive framework for combating dark web terrorism is introduced.
