The Act acknowledges the Philippines’ vulnerability to climate change and the need for appropriate adaptation. This Act creates a comprehensive framework for systematically integrating climate change and disaster risk reduction (DRR) into various phases of policy formulation, development plans, poverty reduction strategies, and other development tools and techniques
Recognizing the importance of LGUs under a devolved setup, the Abuan Integrated Watershed Management Project (AIWMP) worked at three levels to produce policy outcomes for CCA and DRRM in the City of Ilagan: (a) The AIWMP implemented innovative activities at the barangay level through the Barangay DRRM councils in coordination with City DRRMO
