Abstract

A few types of action which might be particularly relevant in the application of civil resistance to Swedish defence problems are briefly outlined here. It may be that Swedes over-estimate the extent to which Sweden might be considered a useful transit area for armies, navies, or even air forces: but it must be frankly recognized that this function of Swedish defence presents special problems for civil resistance. Only if reliance on civil resistance was complete would proper resources and attention be devoted to it in Sweden; and only in such circumstances would its character and purpose be clear to people and governments in foreign countries. If civil resistance is accepted as having a role in Swedish defence policy, it will be seen more as a component than as a complete replacement, at least for a substantial period of time.
