Abstract
If European space activities are to remain successful, change is needed. Greater emphasis must be placed on the needs of users, so that space technology development becomes more market driven. Synergy between civil and military applications should be pursued, e.g. through the adoption of dual-use technology. Finally, the political organization of space needs to be reworked with the aim of developing an overall European space policy - something that does not currently exist. This can best be achieved by the establishment of a new authority, probably within the context of the European Union (EU).
