Abstract

This article offers an historical perspective on the development and implementation of Canadian foreign policy at the Department of External Affairs (now the Department of Foreign Affairs and International Trade). After the discussing the era of “golden diplomacy,” the authors examine the pressures for reassessment and adaptation on the Department following Trudeau's assumption of office.
