Abstract
It is shown that the charge varianceσ z 2 observed in the low energy fission is consistent with the quantum mechanical zero point motion of an isovector giant dipole resonance. Theσ z 2 is determined at the ‘exit point’, where the neck radius ≈2.4 fm.
