Abstract

Resilience represents a way to improve outcomes after disasters for individuals including those with disabilities and communities. However, community resilience is not just the sum of the individual resilience of a community. Researchers have identified areas or “capitals” that communities can strengthen in order to build resilience. Social capital creates the most resilience for a community as it builds networks and communication. In order to assure progress with building resilience, communities must measure and evaluate how their resilience changes in the various capitals over time with interventions. By measuring progress, communities will assure that they are strengthening their community and moving toward greater resilience.
