Abstract

This chapter focuses on the field of international negotiations regarding with arms control and disarmament. Negotiations in the field of arms control and disarmament, involves critical issues of national security and present the problems implicit in modern international negotiation in their starkest form. The chapter analyzing the various interests of the parties involved in the international negotiations regarding arms control and disarmament. The chapter discusses the role played by United States of America and Soviet Union in negotiations on arms control and disarmament. The contrapuntal problem presented by the relationship between the United States and the USSR, when their respective allies and friends are involved or interested, has been one of the most vexing ones affecting arms-control negotiations. One of the reasons is the substantially different approaches of the United States and the USSR to the issue of consultation. Both the Soviet Union and the United States agree that it is necessary to get the widest possible consensus for arms-control agreements, including that of those countries whose military and economic status is such that they could not upset the particular accord.
