Abstract

Finally, an innovative view of the reasons for failures and risks regarding light rail projects is presented. In this chapter, the relevant stories and arguments are rounded up. An answer to the question ‘Why light rail?’ is offered, including ways in which one should assess light rail projects. All of the 61 cases in this book are reviewed again. The conclusion is that the absence of public foundations, combined with a technocratic approach to the project, should be indicated as the main cause of failure. Smart cities are the solution. Instead of just offering technology, these cities socially embed technology (e.g., light rail). In a true smart city, technology is publicly supported, valued and used. Only then will investments in light rail reach their true potential.
