Abstract

During the damage assessment process in a special library, questions regarding a disaster declaration will arise. For example, how should one make the declaration, and to whom? The scope of the disaster is key. If the disaster is limited to a special library location, the librarian might be obliged to assume responsibility for postevent communications. It is unwise and unnecessary to treat a minor incident as if it were a disaster. Most incidents and many emergencies do not merit media attention. In numerous instances, an in-house notification to staff members will be all that is necessary. A relative scale of negative events includes incidents, emergencies, major emergencies, disasters, catastrophes, proximity events, and crises. Information required to support a disaster declaration includes data concerning the damage to the building that houses library facilities, to the collections, to the library work areas, and to equipment. Sources for the required information include library staff members on site, security patrol officers, and the Internet.
