Abstract

As the rapid progress in science and technology has been made, humans’ activity has now been conducted far beyond earth per se. As a result, concerns about more complicated cross-border issues arise. Initially, the topics of concern only related to the cross-border coordination of artificial weather modification; and the outer space exploration was only monopolized by one or two superpowers. Now, humans have been able to extend from troposphere to stratosphere, to mesosphere, to exosphere and even to thermosphere. Even though the ownership of land on other planets or natural satellites or of part of space is not recognized by any authority available, it will become a problem sooner or later. As the number of countries and other independent entities that pursue aerospace exploration and competition increases, concerns about the cross-border competition, coordination and cooperation of space resources will rise accordingly.
