Abstract

Budget airlines have expanded in Eastern and Central Europe and the former Soviet Union along with the region's broader political and economic liberalization. In fact there is a loose correlation in the region between the degree of democratization and the proportion of airline seats accounted for by low-cost carriers (LCCs). LCCs are especially important to young people moving about the European Union, the so-called easyJet Generation or Generation E. Wizz Air illustrates the growth of the region's LCC sector and more specifically its emphasis on connecting eastern and western Europe. Farther east in the region, LCCs are much less significant. Pobeda Airlines is a budget airline subsidiary of Aeroflot, and its story illustrates the continued strong influence of governments upon airlines in some important countries in this region.
