Abstract
This chapter examines smart specialization in the context of global value chains (GVCs). It explores how to transationalize RIS3 and offers insight into the key elements that need to be incorporated into a policy toolbox to help policy makers achieve such an objective. Knowledge gaps in relation to the current positioning of the region with GVCs and to the process that is required to insinuate actors within the region into GVCs are highlighted. The chapter addresses those knowledge gaps by offering a methodological approach to analyze a country’s (region’s) position in GVCs; and proposes an approach to the process of building linkages between regions and GVCs.
