Prior to joining CSIS, he was vice-president of Conant and Associates, an international consulting firm specializing in energy and strategic raw materials. He also served as a foreign affairs officer at the Federal Energy Administration where he was responsible for Latin American and Caribbean affairs. An earlier draft of this article was originally presented as a background paper to the CSIS-Louisiana State University Conference on Energy and Security in the Caribbean Basin held in New Orleans in November 1980.
