Abstract

The study aims to explore ways in which the career adviser activity takes place, in circumstances where institutional, legal and ethical infrastructure is poor. The study will focus on vocational guidance and counseling activities conducted in schools, ie during the starting stage for a career, on one hand, and on the other hand, on the County Employment Agencies level, the concerned activities being those related with professional reconversion. The study will examine three levels: first, the existing institutional infrastructure and its modus operandi taking into account that some key institutions are missing; second, the legal infrastructure and how it regulates the functioning of existing institutions and of the advisers involved in specialty practice; third, ethics infrastructure and how it regulates the functioning of institutions and practice advisers when only proposals for a code of ethics exist, which have not been yet legally and institutionally legitimized.The study will try to substantiate some proposals for best practices for counselors who work in these conditions
