Abstract

In their economic content capital investments are the principal source of socialist expanded reproduction, a major avenue of socialist accumulation, and an important means of accelerating technical progress on the basis of the latest scientific advances. V. I. Lenin wrote: To expand production (to ‘accumulate’ in the categorical meaning of the term) it is first of all necessary to produce means of production, and for this it is consequently necessary to expand that department of social production which manufactures means of production. (1) The problem of increasing the effectiveness of capital investments is also at the center of attention of communist and workers' parties in COMECON member nations in the present stage of development of the socialist economy.
