Abstract
The chapter highlights the principles of Integrated Water Resources Management (IWRM) in the context of sustainable development of water resources. The problems associated with water management in the country are discussed. The concept of capacity building has been defined; the three elements of capacity development at the context, organizational/human resources and strategic levels are explained and the need for continuity of capacity development projects emphasized. The advantages of predetermining the threshold levels of capacity for planning and monitoring purposes have been illustrated. The Government of India has formulated several programmes to achieve capacity development in the country. The initiatives taken by the Government of India for capacity building in the water sector have been described. The partnership with Water and Sanitation Programme – South Asia and other international agencies – has considerably helped in capacity development. The role played by the state governments and other stakeholders has been briefly discussed. A few shortcomings in capacity building efforts are identified. The way forward highlights the important areas to be considered while planning for capacity enhancement in the area of water management.
