Introduction

There is a trend towards introduction of information technologies in the field of traffic control in cities with the aim of eliminating congestion and reducing vehicle delays. Transport navigation systems for navigating city streets and automated traffic control systems are becoming more popular; they are synchronized with GPS navigation data; the so-called smart traffic light technology is introduced, etc. One of acceptable solutions to the traffic congestion problem is the use of automated traffic control system (ATCS). Most of current adaptive control systems use data from passage and vehicle presence detectors [6, 7, 8]. Spectrum 2.0, SCOOT and UTOPIA belong to this type of ATCS
