Abstract

The paper substantiates the importance of a package of measures aiming to improve the state monetary and fiscal policy to ensure the sustainable development of the national economy, increase domestic consumption and improve the living standards. The effectiveness of the institution of personal bankruptcy in Russia is assessed, the need to improve it in order to stabilize the financial condition of citizens and increase their solvency is justified. The above is particularly important in the context of the severe sanctions policy against Russia and the need to develop and implement a package of measures to reduce dependence on the external market and increase the consumer demand. The main factors characterizing the solvency of individuals are analyzed along with the statistical data of arbitration courts on the personal bankruptcy; the main reasons for the low effectiveness of bankruptcy procedures are revealed; proposals on increasing the effectiveness of the institution of personal bankruptcy in Russia are made.
