Abstract
Bureaucratic disentitlement is a mode of fiscal and programmatic retrenchment that takes place through obscure and routine actions of public authorities, and through failures to take action, that result in distributive consequences. Drawing primarily upon observations of social welfare programs in Boston over the last five years, this study identifies eight mechanisms by which the relationship of social welfare policy beneficiaries to the state has become attenuated. It emphasizes not only cutbacks in benefits but also retrenchment in opportunities to influence social policy outcomes.
