Abstract

The current negotiations over a free trade pact with the US serve as a telling reminder that liberal democracy's promise as a system of popular rule has always far exceeded its practice. Brian Mulroney did not make free trade an election issue; rather he presented himself as a typical consensus politician, offering an array of expedient promises.
