Abstract
The article in question has come into being as a result of the research and analysis of effects and social problems that was carried out in 2000 in Siemianowice Śląskie. The considerations among the others pertained to a relevant issue such as the feeling of social safety of the elderly in the system of social assistance. The analysis confirmed that the system of social assistance gives the feeling of safety in financial terms but it doesn’t satisfy all wants of the elderly. As a result the people take up various activities that help them to feel safer in their society. The elderly look for such areas that give satisfaction and make them being needed. The problem of ageing forces us somehow to create programmes or projects in order to keep the elderly independent and self-sufficient for as long as possible. This means that local policy should definitely focus on the areas that go further than health care and social assistance for the elderly.

A zatem bezpieczeństwo społeczne postrzegane jest jako wolność od zagrożeń rozwoju psychospołecznego jednostki, których źródłem mogą być uwarunkowania społeczne, polityczne i ekonomiczne Elementem bezpieczeństwa społecznego jest bezpieczeństwo socjalne, które jest bardzo ważnym aspektem bezpieczeństwa w odniesieniu do społecznego funkcjonowania jednostki, rodziny czy grupy społecznej i również jest postrzegane jako stan. Że bezpieczeństwo socjalne, które jest węższą kategorią, to „stan wolności od zagrożeń, których skutkiem jest brak lub niedostatek środków utrzymania” Z kolei bezpieczeństwo społeczne, które jest kategorią zdecydowanie szerszą, obejmuje swoim zakresem nie tylko brak środków, brak zagrożeń będących zagrożeniami socjalnymi, ale przede wszystkim wpisuje się tu perspektywa rozwoju człowieka Czy osoby starsze mogą czuć się bezpieczne, będąc uczestnikami systemu wsparcia społecznego?
