Abstract

To tackle with the unusual or unexpected regional short-term and long-term power shortages without adding new generating units and power importation from outside, a proposal to coordinate the potential power system resources tapping in that region and equipping the battery energy storage system (BESS) in substations is provided. To ease the computational complexity, a novel fast slicing approach based on power and energy balancing approach has been designed instead of the NP-hard configuration optimization. At first, the peak-regulating power plants are converted into base load operation and their daily operation curve is calculated to obtain a whole-region total daily energy storage operation curve (WESOC). According to the space distance from power shortage load, the substation site selection sequence with available capacity for BESS is worked out; then, the residual load curve (RLC) which is the remaining part of WESOC, is sliced and cut according to this sequence to obtain the corresponding BESS daily operation curve. The RLC is cut in sequence until all available locations are traversed or the RLC becomes impossible for further cut. The proposed method has been verified with a real BESS planning project in Zhejiang province.
