Abstract

In order to expand the proportion of renewable energy in new power system, a benchmarking system is proposed according to foreign practical experience and the construction of domestic power market. In the benchmarking system, three aspects are considered, including encouraging renewable energy generation construction, participating in market operations, and related markets. Besides, six benchmarking objects are selected for analysis, including Germany, the United Kingdom, the United States (including California and Texas), Guangdong and Jiangsu. The benchmarking results show that at present, renewable energy generation in Europe and the United States has achieved a high degree of market-oriented allocation, while renewable energy generation in China is still dominated by full guarantee consumption, which is equivalent to the international fixed electricity price subsidy stage. Therefore, competition needs to be introduced through bidding reasonably in the future, to realize the electric energy value and green value discovery of renewable energy generation. Moreover, participating in the medium and long-term market, establishing and improving the auxiliary service market, capacity market or capacity compensation mechanism are needed in order to avoid market price fluctuation risk, increase the safety and reliability of new power system and expand revenue compensation channels for traditional thermal power.
