Abstract
In today's dynamic environment, both public and private sector organizations have long been using Internet as a new and effective public relations communication channel. Organizations have opportunity to build and maintain more close, effective and interactive relationships in electronic medium with their different key publics. Municipalities are, among parts of public administration, the closest link between citizens and public administration, are specifically oriented to local affairs. As the literature suggests, e-municipality applications constitute a positive relationship between population and e-government capacity at the local level. Consequently in order to serve effectively on the cyber area, municipalities need a 24 hours open and functional corporate web site, which can also be used to educate citizens besides giving information to them. This study examines and compares the corporate web sites of two large municipalities, Istanbul and London. Main page of a corporate web site has a major role as being the first information source and giving basic impression. Accordingly, the study is limited to compare the design of main pages of those municipalities as an information source. The main similarities and differences and accordance to the web site design criteria are found out and discussed in the end.
