Abstract
Behaviourally Induced Governance (BIG) Ideas presented to Her Excellency, Lieutenant Governor Dr. Kiran Bedi, Puducherry, India that charts out an alternate vision for effective governance of the Union Territory. Behaviourally Induced Governance (BIG) ideas are policy designs that are sensitive to the citizen and her behaviour. Traditionally public policy relies either on conventional top down policy making where policies are given down to citizens by ‘experts’ from above or by markets that exploit the limitations of rationality in decision making of citizens. Unlike the economic rational model or top down traditional model of policy making, BIG ideas rely on the intelligent participation of citizen with her biases and cognitive limitations to interact with a system that tries to reduce asymmetries in information dissemination.
