Abstract

The article highlights the basic principles and methods of forming a mechanism for overcoming poverty. The necessity of their complex application is substantiated, which will give an opportunity to achieve positive results after the implementation of the mechanism of overcoming poverty. The mechanism of overcoming poverty through the prism of the structural components of social security, which “underlies” the components of public policy to improve the standard and quality of life. It is determined that the structural components of social security of the population should include state social standards and state social guarantees. It is proved that during the implementation of the poverty alleviation mechanism it is necessary to conduct regular monitoring. It is noted that the monitoring results should be actively used to assess the effectiveness of public policy, create conditions for effective and targeted use of allocated resources, determine their adequacy and the need for redistribution between target programs, regions and develop proposals for further improvement of the mechanism of state regulation. In general, it is noted that the monitoring and analysis of the development of social processes in the context of measures to combat poverty should be carried out in order to assess the effectiveness of public policy and to monitor individual indicators. It is generalized that the effectiveness of the mechanism for overcoming poverty can be discussed later. A positive effect can be achieved only after the interests of all subjects of regulatory influence are reconciled: consumers, producers, employees and employers, enterprises and industries, the state and society. It is also determined that the key to increasing the welfare of the population, which also indicates a reduction in poverty, is to ensure economic growth – sustainable balanced quantitative and qualitative changes that improve the socio-economic and political situation in the country.
