Abstract

This paper stresses poverty as the basic causal issue in rural development in Nigeria. Although agricultural and rural development projects involve measures which in some cases increased incomes, these projects have not led to the amelioration of poverty. It is argued that although it is possible to alleviate absolute poverty by increasing productivity, the growth strategy together with emphasis on income distribution is more attractive as many less developed countries have production and equity problems. It is inferred, however, that the strategy of integrated rural development and the Basic Needs approach are factors in ameliorating poverty.
