Abstract
Issues of equity in the distribution of economic resources in the country are discussed by theorists and economists for many years. At the present stage of socio-economic development of Russia, the growing popularity of the theme of territorial integration, which allows to manage the potential of the most developed areas in order to improve the standard of living of the population of the less developed territories. One such form of interaction is agglomeration.In given article the experience of creating Barnaul agglomeration is described. The author draws conclusions about the need to improve current legislation for the expansion of the use of agglomeration interaction as an effective form of cooperation of the territories.

Summary
Вопросы равномерности распределения экономических ресурсов на территории страны обсуждаются теоретиками-экономистами на протяжении многих лет. На современном этапе социально-экономического развития России все большую популярность приобретает тема территориальной интеграции, позволяющей использовать потенциал наиболее развитой территории в целях повышения уровня жизни населения менее развитых территорий. Одной из таких форм взаимодействия является агломерация. Автор делает выводы о необходимости совершенствования действующего законодательства для расширения практики использования агломерационного взаимодействия как эффективной формы сотрудничества территорий.
