Abstract

By analogy with the concept of balanced design, which is widely used in project management, it is expedient to introduce the notion of the design team’s balanced stimulus function. In that approach, the stimulus is determined on the basis of three variables: deviation of the costs, duration, and project quality from the plan specifications. The project quality is assessed from the losses sustained by the design’s purchaser and the IT service provider in the initial operating period. The project quality is considered for IT service providers with developed or immature IT processes. Synthesis of the balanced stimulus function is also discussed for a specific parametric class of functions, with division of the problem into subproblems and analytical solution of the subproblems.
