Abstract

The article proves that for industrial enterprises there are two different ways to organize activities in the field of information technology. The first is the transfer of certain parts of IT services to professionals - outsourcing. The second is the organization of own IT activity and its control - insourcing. The main principle of IT outsourcing is to perform an outsourcing company only those functions (works, services) that it can perform better than others, and to transfer to the selected outsourcer (external contractor) what he does better than others. A study of the practice of IT outsourcing shows that currently in most cases two types of IT outsourcing are used: market and organizational. The concept of market IT outsourcing is based on the principles of search and use (hiring) in the market of IT services of an enterprise created without the participation of an outsourcing enterprise that wants to reorganize its activities in the field of information technology. The concept of organizational IT outsourcing involves the withdrawal of an industrial enterprise in the field of information technology in a separate enterprise. The main advantage of this solution is that the creator (founder) of such an enterprise retains the basic organizational and managerial functions. Therefore, he has the opportunity to control the level of quality of products (services) used, as well as to control the use of own resources. In addition, an important element is the lack of opportunities (risk) of leakage of confidential information to its competitors. The results of the research allow us to form a list of the most important factors that are key in justifying the choice of IT service provider. Guidelines for choosing an IT service provider - an outsourcer using the above research results include the following steps. Stage 1. Potential IT outsourcers are identified, the production and commercial results of which mainly meet the needs of the enterprise. Stage 2. A factor-outsourcing matrix is ​​developed using certain degrees of importance of each of the key factors influencing the justification of the choice of IT service provider. The construction of such a matrix is based on the assessment of a specific industrial enterprise that needs to obtain IT services, each of the key factors influencing the rationale for choosing an IT service provider. Stage 3. Assessment of compliance of each factor for each candidate for IT outsourcers is carried out using the weight of the factors justifying the choice of IT service provider. Stage 4. On the basis of leading calculations the ranking of potential outsourcers is carried out.
