Abstract

Based on statistical analysis and expert judgments, ten subjects of the Northwestern Federal District of the Russian Federation are compared by the degree of influence of authorities on the mitigation of the effects of the global crisis of 2008–2009. It is shown that the quality of the regional strategic planning system in general is positively correlated with the state of the economy. An approach to further study of the quality of territorial strategic planning as a social institution and its impact on increase of the cooperative capital of the territory as a factor of socioeconomic development is proposed.
