Abstract

The article deals with the problems that arise during the competitive selection of passenger carriers at unregulated tariffs. The Federal law defines the procedure for the admission of carriers to regular routes at unregulated tariffs on the basis of competitive selection according to target criteria. The winner is determined by the sum of the points determined for each criterion. The competition for the right to carry out commercial transportation on routes is held in order to select carriers that provide the best conditions for passenger transportation, and is a way of regulating transport services to meet the needs of the population in safe and high-quality transportation. It is established that the existing selection criteria do not meet modern requirements. Proposals are made to improve the criteria for the competitive selection of carriers.
