Abstract

This study aims to construct risk management-based impact relation map of nuclear energy system investments. By considering SWARA and ELECTRE with golden cut and bipolar q-ROFSs, a new model is recommended with two different stages. The first stage includes weighting the risk management process for the nuclear energy systems with M-SWARA. The second stage focuses on constructing the risk management-based impact relation map of nuclear energy system investments by ELECTRE. Furthermore, IFSs and PFSs are also used in addition to q-ROFSs for the purpose of making comparative evaluation. The main novelty of this study is to identify the most critical risk factors with respect to the performance improvement of the nuclear energy investments by creating an original model. The weighting and ranking results are similar, so it is understood that the findings are reliable and coherent. It is concluded that analysis is the most crucial process with respect to the effective risk management for the nuclear energy systems. Additionally, increasing the safety proactively is the most essential factor regarding nuclear energy system investments.
