Abstract

Measuring the success of IT implementation (ITE) has become one of the important variables to know whether the IT investment or the efforts undertaken by an organization provide benefits. This is particularly important when it comes to government institutions because the measure of success is not directly measurable. The alignment of business strategy and information technology (Business IT-Alignment — BITA) has been trusted to be one of the keys to the success of IT implementation. The influence of culture, such as national culture, organizational culture, and suborganization to BITA, has made the researchers conduct various studies because culture cannot be separated from human factors as the factor of business actors and users of information technology (IT). Statistics Indonesia (BPS), one of the government institutions which has the task of providing statistic information in Indonesia, is trying to improve the role of IT in order to improve the quality of public services for the community. In order to make improvement for the role of IT to meet BPS business objectives, awareness of the importance of BITA is required. Various studies have been conducted to prove the influence between BITA with ITE and BITA with OC. However, up to this time there has been no research that proves the existence of the relationship between ITE with culture. This study reviews whether there is a relationship between ITE with BITA, ITE with culture, or BITA with culture, so it can later be used as a reference for BPS to improve ITE.
