Abstract

Seas and oceans, with inland waters added, make up 70.7% of man’s natural environment. Despite such overwhelming advantage on the planet, these areas are continuously being degraded by land which is the source of 80% of all pollution. Of special susceptibility to man-made pollution are closed bodies of water, with low water exchange with other areas, such as the Baltic Sea. Therefore, as early as the 1970s, Baltic shore states undertook common action in the area of the protection of sea environment of the Baltic Sea. Baltic Europe is so far the only region of the world where the idea of sustainable development us a priority among the participating states. These activities are supported by the European Commission by their drive towards propagating a holistic approach to seas and oceans and according to which protection of sea environment is of utmost concern. The efficiency of acts of law depends to a large degree on social responsibility that respects the natural environment.
