Abstract
The current peace support operations in the Democratic Republic of Congo, Mali and the Central African Republic are evidence of a structural change in traditional operations due to the operationalization and recommendations of the Brahimi Report. In addition to short-term military and political effects, the use of credible military forces also has a lasting impact through the message of credibility it sends. The high probability of crises at the lower end of the conflict spectrum allows middle powers like Portugal to capitalise on their role in international politics. This objective requires the maintenance of first-line tactical military forces while preserving the necessary capabilities to integrate rapid reaction forces within the North Atlantic Treaty Organization framework.
