Abstract

Abstract This chapter discusses the threats to international peace and security that usually go hand in hand with human rights violations and social and economic destabilization, intertwining the mandates of the Economic and Social Council (ECOSOC) and the Security Council. It focuses on Art 65 of the UN Charter which forms the foundation for the working relationship between ECOSOC and the SC. It also points out that Art 65 calls upon ECOSOC to provide assistance, which anticipates the need for supporting SC measures. The chapter reviews the relationship between ECOSOC and the SC, which is specified in several provisions of ECOSOC’s Rules of Procedure. It recounts the invitation of the SC to ECOSOC in 1998 to contribute to designing a long-term programme of support for Haiti while avoiding a formal mentioning of Art 65.
