Abstract

The purpose of the study is to develop methodological bases of the personnel policy for the different levels of management. This purpose driven by a need to resolve problems associated with: • definition of the relationships between strategies of development of different systems and their human resources policy; • identify key obstacles to sustainable economic growth; • a generalization of the comparative characteristics of the United States, Japan, Russia and the countries of the European Union models of personnel policy; • definition of the principles on which in the conditions of globalization of the world economy and changing competitive environment should be structured personnel policy. Research methods The study used methods of system analysis, control theory, data visualization, information analysis of the literature. The results of the study The results of this study are as follows: • The author's classification of business strategies, which are characteristic for the Russian economic agents. • Identified the relationship of the overall strategy of business structures and their personnel policy (summarized characteristics of business strategies, their characteristics and key elements). • Identified a key obstacle to sustainable economic growth, inefficient personnel policy. • A comparative analysis and identified characteristics peculiar to the USA, Japan, Russia and the European Union models of formation of personnel policy. • Identified the principles on which the modern economic and political realities to base the formation of personnel policy. Conclusion In today's economic realities, the process of personnel management should be based on the principles enshrined in the provisions of the personnel policy. In Russia implemented at various levels of management personnel policy has a declarative character. It is almost not adapted to market conditions and cannot be used as a real guide for management decisions. The introduction of rational principles of formation of personnel policy will eliminate the inefficient use of personnel potential, reduce overhead, to ensure economic growth. Scientific novelty Scientific novelty of the study showed the following results: • Thanks to the author's classification is typical for Russian enterprises types of business strategies, including entrepreneurial, lucrative, network, dynamic, cyclic, and liquidation of extreme types, identified their characteristics and features and key elements of its HR policy. • Due to the carried out Association analysis the General strategy of the organizations and their personnel policy expanded the theoretical basis of the fundamentals of personnel policy. • Through comparative analysis peculiar to the United States, Japan, Russia and the European Union models of formation of personnel policy, identified weaknesses of the Russian model. • To enhance the competitiveness of the systems, defined the principles on which in the conditions of globalization of the world economy and changing competitive environment should be based the formation of personnel policy.
