Abstract

“Analysis of the Role of the administrative officials of Las Ceibas E.S.P. de Neiva in the service to the citizen based on the criteria of the new public service (2020-2023)", For clarity of the reader it is specified that the academic study intends to carry out an exercise of evaluation or assessment of the work carried out by the administrative officials of the company in mention; identifying whether it is continuous, regular, widespread, agile, effective, timely, equitable, participatory, and of good quality; taking into account that the Ceibas Empresas Públicas de Neiva E.S.P. This research work has a qualitative approach because it allows the researcher to analyze in a focused, objective and structured way the phenomena, social or organizational events that are of interest to him. Likewise, the research is qualitative because it was developed through prolonged contact with the company, in addition, the role of the researcher achieves a comprehensive vision of the context and the object of study. In this sense, during the field work, an approach will be made to some executive officials of Las Ceibas E.S.P. de Neiva, to demonstrate and analyze the conflicts and expectations of the community and the company. It is identified that the highest level officials (Level 3 - Management Role) assume a performance of great importance in the future of the organization, since they are the ones who decide and define the orientation to the success or failure of the company, This means that this team of human talent is in charge of assuming the managerial and administrative responsibility of the company and not as is currently the case, where human talent is changed every four years (by free removal and appointment personnel). , without experience in the positions to which they are assigned), it is essential to specify that the former personnel (human talent hired from the plant, have up to thirty-five years of experience in the company, are trained and have all the experience to accompany and define assertively the most relevant processes), contributing significantly to administrative management, thus generating well-being for users and sustainability for the company within the local context. In what has to do with the topic of the scope of a new public service model from the managerial-administrative management of the company for the service to the citizen, one has that the two primary interests of this new model are oriented to improve the internal administration processes and involve the service user population in a participatory manner It is recommended to continue generating debates on the mentioned topics, analyzing the scope of the role of administrative officials and companies that manage the services, seeking to promote the performance of organizations that provide public and private services within the Colombian geography.
