Abstract

In 2019, 40 years of the creation of the Inter-AmericanCourt of Human Rights are commemorated. During these four decades,three of its ministers have been Uruguayans: Héctor Gros Espiell,Alberto Pérez Pérez and, currently, Ricardo Pérez Manrique. The datebecomes an opportunity to analyze their participation in the judgmentsof the regional body. The objectives set out were: a) quantitativelysystematize the dissenting or individual opinions of Judges Gros Espielland Pérez Pérez, who have already passed away, b) try to relievesubstantive criteria in those dissenting or individual votes; and c) exploreif these particular dissidents or foundations are related to the opinionsof the most accepted Uruguayan academic legal opinion or not. For this,a search will be carried out on the website of the Inter-American Courtof Justice regarding the judgments in which the indicated judges haveparticipated. Of these, the study will be restricted to those in which theirvote was dissident or individual under the terms of Article 66.2 of theAmerican Convention on Human Rights.
